H.H. Eastwood Memorial Park Project

The City of Oxnard, in partnership with the Carriage Square Neighborhood Council, is advancing key improvements at H.H. Eastwood Memorial Park aimed at enhancing community spaces and upgrading recreational amenities. As part of this initiative, the City is moving forward with a playground renovation and the implementation of a Quimby Fund project. A Scope of Work for Landscape Design Services has been issued, with bids due by June 3, 2025. Once a contractor is selected and verified, the agreement will be reviewed by the Public Works and Transportation Committee on July 8, 2025, and presented to the City Council for final approval on July 29, 2025.

Upon approval, City staff will issue a Task Order for the Eastwood Park Quimby Fund Project. This project includes the installation of a new playground—whose design and color scheme were discussed at the April 24, 2025 Neighborhood Council meeting—and incorporates the top four improvement requests identified by the community: an awning shade structure over the picnic areas, a rubberized walking path around the park perimeter, rehabilitation of the basketball court and nets, and upgraded landscaping. A Landscape Architect will then create a schematic design reflecting this scope of work, which will be reviewed by the Neighborhood Council for further input and final consensus. Once approved, the architect will prepare biddable plans and specifications, after which the City will share an updated project timeline and estimated construction start date.

FINAL MEETING for neighborhood input is scheduled for February 12th. The meeting starts at 6:50pm. All those interested should attend this meeting.
