WHO WE ARE

The Carriage Square Neighborhood Council (CSNC), is ​an all-volunteer organization established by the City Council of the City of Oxnard.  The CSNC is guided by Bylaws created by the City of Oxnard. All CSNC Board Members are residents of the Carriage Square Neighborhood. Click here to see 2024 elected Board of Directors. Our neighborhood boundaries are Gonzales Road, Oxnard Boulevard, Doris Avenue, and "H" Street. Click here to view map.

​​​​The CSNC's ability to advocate for our neighborhood requires participation by neighbors, like you. Strong participation means we can positively influence decisions impacting our neighborhood, our community, and city services. We welcome you to get involved in the CSNC by attending meetings, becoming a member of one of the committees, and attending activities/events organized by the CSNC. Click here to learn more.

WHAT WE DO

Facilitate Communication

The CSNC serves as a structure for communication within the neighborhood and between neighborhood residents, City government, and other organizations.

Advocacy

It’s a vehicle through which we can, collectively, advocate for issues such as crime prevention, better roads, safe spaces for kids, and voice our opinions on projects, such as the City’s proposed updates to HH Eastwood Memorial Park.

 

Resource for Residents

At CSNC meetings, neighbors receive important updates from city staff regarding programs and services that affect our neighborhood and our community. Previous updates have included crime statistics and prevention, fire safety, emergency preparedness, as well as funding availability for neighborhood projects, such as the 2025 - 2026 HH Eastwood Memorial Park Project. John Paul Oliver is the Chair of this project.

 

Events and Activities

The CSNC organizes a variety of activities and events, such as the annual National Night Out event held in August and neighborhood clean-ups. All Carriage Square Neighbors are invited to this event, but we need your help to make this year even more successful than last year! CSNC Board Chair Guido Gollner is the Chair for this event. In the Spring of 2025, we approved the creation of an Outreach Committee. Through this committee, an outreach plan was developed, which led to a few new initiatives: creation of this website, new social media pages, distribution of materials throughout the neighborhood and more.
